GM's apparent non-decision comes just one week after it announced that Swedish specialty car maker Koenigsegg <a href="http://www.autoblog.com/2009/11/24/breaking-koenigsegg-backs-out-of-saab-purchase-brand-future-up/">unexpectedly pulled out</a> of the running for Saab. <br /> <br /> While GM isn't commenting on any potential suitors at this time due to non-disclosure agreements with the parties involved, speculation is that Beijing Automotive Industry Holding Co. and Wyoming-based Merbanco Inc are in the running for the struggling Swedish automaker. BAIC appears to make some sense considering the Chinese automaker's desire to enter the U.S. market and the fact that it was also involved in a bid to purchase Opel from GM earlier in the fall.<br /> <br /> Beijing Auto was also reportedly involved in the original Koenigsegg deal, which fell apart for reasons we may never know. Undoubtedly, the <a href="http://www.autoblog.com/model/volt">2011 Volt</a> is one of the most hotly anticipated new model launches in Chevrolet's long and storied history, and it will likely be seen as a halo model of sorts for <a href="http://www.autoblog.com/make/gm/">General Motors</a> as a whole. As we experienced first hand when we <a href="http://www.autoblog.com/2009/11/30/2011-chevrolet-volt-quick-spin/">slid behind the wheel</a> of a preproduction Volt the other day, the car is well on its way to becoming a production reality, but actually getting the vehicle into the hands of customers will be another matter entirely.<br />

According to a report from <em>Automotive News</em>, GM is currently in the process of selecting which markets will get first crack at the Volt when it finally goes on sale in just under one year's time. Chevrolet division President Brent Dewar said that the automaker is looking at a number of factors to determine those unannounced target markets, including the existence of an EV charging infrastructure and available tax credits. After this initial launch, the rest of the citizenry will get its chance to see the USA in an electric Chevrolet.<br />

Shortly after the Boxster debuted in 1996, Porsche contracted with Valmet Automotive of Finland as a second production source for the sports car, and a few years later, employed the facili along with the Cayman coupe. In 2008 Porsche decided that it would shift that production contract from Valmet to Magna International and its assembly plant in Graz Austria. Today, with Porsche being subsumed into the Volkswagen Group, the sports car maker has decided to cancel the Magna deal. With Volkswagen now buying up the remains of Karmann, the Boxster and Cayman are now expected be built at the coachbuilder's factory in Osnabrueck, Germany. <br />
<br />
Magna claims it has already invested a significant amount of money on development to prepare for production. As a result Magna is seeking &euro;400 million in compensation from Porsche. There's no word from Stuttgart on its plans to repay Magna, but with VW's legal arm exercised and ready to go, the battle is sure to be drawn out over the coming months and years.<br />

Changan is coming to America, just not yet. Aiming to establish a base in Mexico with which to move into the U.S. market, the Chinese automaker signed a deal last year to build a plant south of the border. The familiar story of planetary financial catastrophe has encouraged Changan to tap the brakes on its plans, however. <br />
<br />
Said the company's R&amp;D head to <em>Reuters</em>, "We are still doing market research there. There won't be any big investment for the time being." As if the crisis weren't enough, Changan, like other Chinese makers, is also looking at getting into the luxury market with a vehicle developed in-house, and that will divert potential resources from overseas expansion. That means we Americans won't get to sample MPVs like the Changan Joice (shown above) for a while longer.<br />

After riding in on a white horse, Koenigsegg Group AB has pulled out of negotiations to buy <a href="http://www.autoblog.com/make/saab/">Saab</a> from <a href="http://www.autoblog.com/make/gm/">General Motors</a>, leaving the Swedish automaker's future very much in doubt. In a brief statement issued by GM (available after the jump), president and CEO Fritz Henderson says that the company is "very disappointed with the decision to pull out of the Saab purchase."<br />

It is unclear what will happen to the brand now, but if Saab fans can hold on to any hope, GM says it will "take the next several days to assess the situation and will advise on the next steps next week." It is worth noting that this is different from the brief announcement that GM issued when <a href="http://www.autoblog.com/2009/09/30/penske-walks-away-from-saturn-deal-cant-gaurantee-future-produ/">Roger Penske's group pulled out</a> from buying <a href="http://www.autoblog.com/make/saturn/">Saturn</a> - GM immediately announced that they would begin "winding down" the brand. There was at least one other serious bidder interested in purchasing Saab previous to Koenigsegg becoming the preferred purchaser, but it isn't immediately clear if they are still interested, or if their financial backing checked out to begin with. <br />

We suspect that even if Saab is unable to survive as a brand, someone will step in and purchase the assets to the already tooled-up forthcoming <a href="http://www.autoblog.com/tag/9-5">9-5 sedan</a> - perhaps the Chinese - and potentially the newish 9-3/9-3X as well.<br />

<a href="http://www.autoblog.com/make/volkswagen/">Volkswagen AG</a> has announced it will be establishing a new manufacturing unit in Osnabrueck, located in VW's home state of Lower Saxony, Germany. Interestingly enough, VW will be purchasing the land, equipment, and machinery formerly owned by Karmann -- the coachbuilder and convertible roof specialists who manufactured the classic Beetle-based Karmann Ghia coupe (Karmann filed for bankruptcy protection in April, and <a href="http://www.autoblog.com/2009/10/26/report-vw-bids-to-save-karmann-but-coachbuilder-holding-out-for/">has been struggling since</a>).<br />
<br />
Production of a new vehicle at the plant is slated to start in 2011. In the meantime, 200 people will be needed to open the plant next year, and VW is estimating more than 1,000 new jobs will be created by 2014. Volkswagen AG has not disclosed which model will be built at the plant, or any financial details. <br />

In these tough times automakers are doing everything they can to cut costs. For Spyker, that means moving its vehicle assembly from its home country of the Netherlands to Coventry, England. How does that save money, you ask? "With approximately half of our vehicles' parts and components sourced in the UK, and virtually all key suppliers being located there, moving closer to our suppliers and engineering partners will result in substantial savings and tangible efficiency improvements," according to Spyker CEO Victor R. Muller. <br />
<br />
The assembly of the Spyker line, which includes various iterations of the C8 supercar, will move to CPP Manufacturing before the end of the year. CPP has worked with the Dutch manufacturer since its reincarnation in 2000, and even built Spyker's first prototype. Other portions of the company, such as engineering, marketing, and the race team will stay at the Zeewolde headquarters. Full details can be found in Spyker's press release after the jump.<br />

As far as motorcycle manufacturers go, Buell lived a relatively short life. Founded by a former Harley-Davidson engineer in 1993, the sportbike company was acquired by HDMC in 2003. But hard times falling on businesses large and small forced Harley to <a href="http://www.autoblog.com/2009/10/15/harley-davidson-drops-buell-will-sell-stake-in-mv-agusta/">announce Buell's closure</a>. And now the last Buell has been pushed off the assembly line and into the great wild yonder. <br />

After 136,923 motorcycles built over the course of 26 years of production, the final model produced was the black Lightning XB12Scg pictured above. On December 18, the plant in Troy, Wisconsin, will officially close down, while the existing network of dealers continue to <a href="http://www.autoblog.com/2009/11/02/report-harley-davidson-paying-dealers-extra-5k-for-each-buell/">sell off the remaining stock</a>.<br />

Hyundai is on a mission to expand its American market share. And so far, the going's been good for the Korean automaker, which has been taking the fight to its Japanese rivals with increasing ferocity. Now reports indicate that Hyundai-Kia is looking into building a third assembly plant in North America. Only it probably won't be in the United States - like its existing plant in Alabama and the one being built in Georgia - and it won't be in Canada either; sources say the third plant is likely to end up in Mexico.<br />
<br />
The reports are apparently substantiated by the Mexican government, which is understandably keen to encourage foreign investment. If and when it goes online - it's targeted for 2013 - the plant could be capable of churning out 150,000 vehicles annually, helping Hyundai quadruple its North American output by 2013. The plant could be used to produce the Hyundai Accent and Kia Rio for North American consumption, but not the Veracruz crossover - which may prove a little confusing, considering that the location Hyundai's looking at is in Veracruz, Mexico.<br />

<strong><em>UPDATE:</em></strong><em> Hyundai has released the following statement regarding a possible third plant in NA. <br />

<br /> You probably already know just how bad the employment situation is here in the States, and if you don't, nationwide unemployment is right around 10% - and that doesn't include those who took lower-paying part-time jobs in place of a lost full-time job. That's bad news for us, but at least in one case, that's good news for Volkswagen. No, the German automaker doesn't take pleasure in the fact that the U.S. job market sucks or that consumers aren't buying new vehicles like they were just a few years ago, but on the bright side, the automaker has scored 65,000 applications for its under-construction Tennessee production facility. That's enough people to fit into the typical pro football stadium or enough workers to run 32 assembly plants - and all of those apps were turned in over a narrow three week window. <br /> <br /> According to the <em>Chattanooga Times Free Press</em>, Volkswagen plans to hire 2,000 workers overall; 1,200 for general assembly and another 800 for salaried and skilled positions. Since only one-in-32.5 applicants are likely to be hired, VW is being very selective. Prospective employees will need to pass an aptitude test and be able to perform some basic tasks in order to be considered. Once workers are able to prove their worth, the next step for applicants is to be entered into a lottery for the precious jobs. Only residents of Chattanooga and Hamilton County will be given preferential treatment. <br /> <br /> The German automaker has already hired about 200 workers for the facility which will produce the company's so-called <a href="http://www.autoblog.com/2009/10/28/volkswagen-releases-another-sketchy-look-at-forthcoming-2011-mid/">New Midsize Sedan (NMS)</a>, and a lot more figure to come on-line in the Spring. The rest of the employees will be brought on board closer to the plant's scheduled opening in early 2011. When you think of brands like <a href="http://www.autoblog.com/make/aston-martin/">Aston Martin</a>, <a href="http://www.autoblog.com/make/ferrari/">Ferrari</a> and AMG, the idea of their engines being built by the hands of skilled craftsmen is no great surprise. However, most people would be very surprised to learn that <a href="http://www.autoblog.com/make/gm/">General Motors</a> has its own special facility dedicated to building its highest performaning engine by hand. <br />
<br />
The GM Performance Build Center is located in a nondescript industrial park in in Wixom, MI, not far from the company's Milford Proving Ground. The PBC is a 100,000-square foot factory that opened in 2005 and has since produced both the supercharged Northstar V8 that was used in the Cadillac STS-V and XLR-V, as well as the dry-sump small-block V8 used in the <a href="http://www.autoblog.com/model/corvette">Corvette Z06</a> and <a href="http://www.autoblog.com/model/zr1">ZR1</a>. The most recent addition to the lineup is the dry-sump LS3 used in the new manual transmission <a href="http://www.autoblog.com/model/corvette">Grand Sport</a>. We were invited by GM to tour the facility and even build one a monster LS9 that would eventually wind up in someone's ZR1. <br />

With new vehicle production at a trickle, and its <a href="http://www.autoblog.com/2009/11/13/koenigsegg-reportedly-rejects-81-out-of-218-u-s-saab-dealers/">dealer network slashed by a third</a>, retailers of the Saab brand are finding inventory shrinking to drought levels. Some of the remaining dealers may even run out of new vehicles before replacements arrive.<br />
<br />
Point the blame towards the pending <a href="http://www.autoblog.com/2009/11/13/koenigsegg-reportedly-rejects-81-out-of-218-u-s-saab-dealers/">sale of Saab to Koenigsegg Automotive AB</a>, and the fact that an all-new Saab 9-5 model is still sitting on the horizon. With the transaction still not complete, financial limitations have kept new vehicle production low. In addition, the Swedish assembly plant tasked to build the new 9-5 sedan is in the process of retooling. "When we close the deal and change owners we can start producing again for real as we then will have financing," Eric Geers, a Saab spokesman told <em>Bloomberg</em>.<br />
<br />
Even if the deal with Koenigsegg closes as planned, the 2010 Saab 9-5 (the company's first all-new car in seven years) won't hit European showrooms until early next year. U.S. dealers will likely have to wait even longer, starving as the last of their dwindling inventory rolls away. <br />

According to BMW of North America's president, Jim O'Donnell, the Roundel crew will delay the launch of the 2011 BMW X3 by six months to establish a new customer ordering program and iron out which engines will be available in the States.<br />
<br />
The move will apparently make the customization of the X3 both easier for consumers and less expensive for BMW, which plans to offer models with the top ten options on dealer lots. Production of the X3 will move from Magna Steyr's facility in Austria to the automaker's Spartanburg, S.C. plant, where it will be built along side the X5 and X6.<br />
<br />
Traditionally, the X3 would be available with the bigger and more expensive inline-six at launch, but BMW plans to make four engines available at the onset, likely a naturally aspirated inline six, turbocharged six and possibly a diesel four-cylinder and the recently introduced six-pot from the 335d. <br />
<br />
The delay means we won't be seeing the redesigned X3 in showrooms until the middle of 2011 -- some six months after BMW's U.S-built cute 'ute goes on sale in Europe. However, BMW plans to allow customers to begin ordering their X3s in October of 2010, so expect to see the revamped crossover unveiled in production (or light "concept" guise) early next year.<br />

<br /> Although the Hummer sale isn't officially official - which is to say, the Chinese authorities haven't told Tengzhong "Proceed!" - it is official enough that GM has restarted production of the 2010 H3 and H3T at its Shreveport, LA plant. General Motors didn't want to be stuck with dead models, so it closed the Hummer spigot while its side of the deal with Tengzhong was finalized. By the beginning of this month, though, the bottom of the inventory barrel was starting to peek through, with just 1,183 units on hand.<br /> <br /> Even though Hummer sales are down more than 50 percent, nevertheless people are still buying, and the company's two H3 models are obviously the most popular. <br /> The other day we alerted you to the "fact" that Ford will be releasing a <a href="http://www.autoblog.com/2009/11/06/video-ford-press-conference-yields-surprise-650-car-announceme/">brand new $650 car</a>. But as does everything that sounds too good to be true, the car in question was a severely used (and dented) 1993 Ford Taurus, and the Wisconsin-based masters of parody at <em>The Onion</em> were behind the video, <em>not</em> the Ford Motor Company. We mention this because more than one of you took the time to comment without watching the video, and the results were quite funny - in a laughing at you sort of way. Today though, is no joke.<br /> <br /> Carlos Ghosn, the lovable star of his <a href="http://edition.cnn.com/2008/BUSINESS/06/11/ghosn.profile/">own Japanese manga comic</a> and the CEO of Renault-Nissan, is claiming that his company will produce a car that costs less than the $2,500 <a href="http://www.autoblog.com/tag/TataNano/">Tata Nano</a>, making the as-yet-to-be-named car the cheapest in India, and therefore the least expensive in the world. The car will be built by Bajaj Auto, an Indian scooter and rickshaw company. Not to be left out of the party, both Toyota and GM have expressed interest in selling "ultralow-cost small cars" on the Subcontinent. <br /> <br /> However, these cheap, small cars just don't sell themselves. So far, Tata has managed to move just 10,500 Nanos since July. For their part, Bajaj and Renault-Nissan were hoping to get their ultralow-coster on the road by 2011, but there have been delays. First announced last year, Ghosn said that the delays should come as no surprise since neither Bajaj or Renault-Nissan has ever made such a vehicle. He did note, however, that such a car is "critical" to Renault-Nissan's presence in India. <br /> <br /> "I don't want Renault and Nissan to be makers of very pretty cars that people dream about but cannot afford." said Ghosn. He also said that by the time Renault and Nissan's small car debuted it might no longer be the very cheapest. This was just after it passed Ford for the number three slot in global sales. Now the big company that could - powered by the little car that could - has passed Toyota to take the number one slot as the world's largest automaker.<br />

Of course, there is some number play involved once again. We're talking about the combined entity VW-Porsche, which has built 4.4 million cars to date, which is roughly 400,000 beyond Toyota's mark. However, <a href="http://www.autoblog.com/2009/01/20/toyota-to-cut-japanese-production-in-half/">Toyota halved its production</a> earlier this year and shut down all of its plants in February, and come summer, VW benefited much more than Toyota from the European cash-for-clunkers programs. VW's also got the edge on Toyota in China, where it has spent years introducing models specifically designed for that market.<br />
<br />
The year isn't over yet, though, and Toyota still expects to build seven million cars this year. But stay tuned for Q4 of 2010, when it's announced that VW is officially bigger than the Beatles. <em>Hat tip to Jarrett</em>.<br />

<br /> It's early, but so far, General Motors' <a href="http://www.autoblog.com/model/equinox">2010 Chevrolet Equinox</a> and <a href="http://www.autoblog.com/tag/terrain">GMC Terrain</a> twins are <a href="http://www.autoblog.com/2009/09/17/report-gm-considering-boosting-production-of-four-hot-sellers/">exceeding sales expectations</a> by enough of a margin that the automaker may have to shell out some serious coin to better-align production with demand. <em>Reuters</em> and the <a href="http://www.thestar.com/business/auto/article/722988--gm-ramps-up-ingersoll-plant?bn=1"><em>Toronto Star</em></a> say GM will pay $100 million loonies ($93M USD) to upgrade its CAMI assembly facility in Ingersoll, Ontario to pump out more copies of the well-received crossovers. The move comes after The General added a third shift at the facility on October 19, resulting in 350 new jobs. Gordon Murray's T25 city car looks pretty impressive on paper. It boasts higher cargo capacity and more seats (three) than a Smart Fortwo - and it promises to be built for maximum efficiency. According to <em>Autocar</em>, Gordon Murray says the T25 will be motivated by both naturally-aspirated and turbocharged versions of the <a href="http://green.autoblog.com/2009/08/31/gordon-murrays-t25-will-get-turbocharged-660cc-engine-could-co/">660-cc Mitsubishi engine</a>, but Murray is also reportedly working on an electric version of the still unseen city car. <br />

The aim of the T27 would be to make the most efficient electric vehicle on earth, although details of the propulsion system are at this point nonexistent. The alleged EV city car has reportedly been made possible by a &pound;4.5 million ($7.46 million USD) investment from the U.K.'s government-backed Technology Strategy board along with &pound;3 million ($4.975 million) from Gordon Murray design and &pound;1.5 million ($2.48 million) from Zytec Automotive Technology. <br />

If Murray's plans for the T27 are anything like those of the T25, the successful F1 designer won't produce the vehicle himself, instead opting to sell the rights to build the car to third-party assemblers like Apple, Sony or Virgin. The aim of the 16-month T27 project is to build four prototypes and eventually develop a manufacturing facility that utilizes Murray's reportedly brilliant iStream manufacturing process.<br />

Beijing Automotive Industry Holding Co. (BAIC), announced as a <a href="http://www.autoblog.com/2009/08/18/report-saab-deal-between-gm-and-koenigsegg-finalized/">minority partner in Koenigsegg's deal</a> to purchase Saab from General Motors two months ago, plans to produce the Saab 9-5 on Chinese soil next year. The involvement of BAIC in the Saab transaction helps Koenigsegg close the deal and gives the Chinese company leverage to re-badge the previous-generation Saab 9-5 as its own or to simply expand the brand's existing reach within the country. <br />
<br />
In September, Saab CEO Jan-Ake Jonsson told reporters he wanted to double the number of Chinese Saab dealers from 15 to 30, and that he had an interest in local Chinese production. <font face="Arial">"Beijing Auto is an opportunity for us to establish ourselves in the Chinese market with their experience," the CEO said. Under current plans, Saab imports all cars to China, where they're sold under the Shanghai General Motors network. Sales have been slow, but promoting the brand under the watchful eye of BAIC may help the brand gain traction in China's huge automotive market.<br />
